When you look at pictures of the ATT building before and after it did sustain some damage. I wonder if it's structurally sound?

the major damage mechanism to buildings from car bombs is the pressure entering the side of the building and expanding between the floors, braking them apart.
the AT&T walls seem intact, except for one small defect.
So it is probably not seriously structurally damaged.
@busillis Note also the difference in visual structural damage between the AT&T bulding, and the buildings across the street.
The At&T one is clearly reinforced.
