Raw videos are usually about that size, but you can certainly tweak it. Let's see if I recall 6000 KB/s is Twitch's default upper limit, so that's the kind of 1080p quality it would output.

@RobertGrulerEsq the doctrine of standing doesn't appear to be well-established outside of the US. I would think that in the UK we would consider the constitution a contract and in that sense states are a privy to it and would automatically have a right to bring the case. If the court doesn't think this is the case then by definition the contract cannot be legally enforced and hence is moot.
