Well yeah that's likely where he gets it from. Here's his reasoning:
It gets colder as you rise in elevation. At some point the oxygen, nitrogen, etc turns into liquid
Even though the temps for that to occur are known as are the temps in the atmosphere

And high altitude balloons don't get wet nor show signs of contraction or freezing from extremely low temps that would have to be present for those liquids
Nor an explanation of how those liquids would stay suspended in the air
Basically "I believe X" and "I'm not going to address the problems with my positon"

That's fine. So what's the observation that leads to that hypothesis, I'd ask

And then even if you'd like to proceed with the scientific method, more power to you. But how would you test the accuracy of these claims?
