All cults are religions. But not all religions are cults in short.

That guys's organization is a cult because it's centered aroud a single guys claiming he is a mediator of the Divine, while a religion uses an organized institution (with bureaucracy) mediating that relationship. While in a cult, the axiological aspect is relative , within a religion it's more established and fixed via consensus along thousands of years.

Same applies to praxiological aspect.

There is also the sects which are different from the 2, but have some similarities.
