which of those forms of government have the smallest government?
i feel like decentralized means a less powerful government (which is good) but also a larger government...

the federal government spends as much title 1 money on rich schools as poor schools
but the governing bodies are smaller
and have less power

Centralized but localized governments should have the power to be able to administrate effectively

I have a mixed view on the issue
Although I lean towards centralized a government is inherently limited in scope of what it itself can efficiently administrate and hence a larger state can not be fully centralized without suffering major drawbacks and hence it has to be somewhat decentralized to more local authorities to accommodate
