The shameless and toxic pandering to minorities isn't a good thing. Wouldn't not happen if an authoritarian government wanted to secure a demographic vote. FDR made a deal with Southern Democrats not to include blacks in many New Deal programs to get their support.

It's meant to be broad, that's why democracy can be representative or direct. Direct democracy is not the only type of democracy.
