if you could make a guaranteed amount of money now for greater security in the future, why wouldn't you do it?
It sounds like it is the people that are the problem, not the other way round.
Why's not be in favor of a more structured system?

They have to put their part in the system structure.
why not remove the perverse incentives, let farming fix itself by allowing farmers providing what people actually want

China and Japan love soybeans.
they couldn't, because over producing provides diminishing returns without a guaranteed amount fro the government
The grocer's there would most likely jump on cheap soy.
And
they can buy the cheap soy now
The land is already in rough shape.
It could take years to restore the top soil.
What do the farmers do in the time it takes to change the composition to something else?
