National Origins Act of 2035(Fascist bill)

Be it proposed that immigration into the GSA from persons of non-European origins will be immediately halted. Any current applications to entry into the country from persons of non-European origin are to be refused and, any such applicants currently residing or are present on the territory of the GSA are to be immediately deported. Failure to comply with deportation is to be met with lethal force. Allowed applicants of European origin may currently be residing in any country. The basis for determining European origin will be done through DNA tests and background checks. A government body will be appointed to determine the application of the person, and will assess whether the DNA of the applicant is sufficient to entry. Additionally, each applicant must take an IQ test, and must obtaina score of 110 or above, for the ensuring of a homogenous and genetically superior population. Each applicant must take an English speaking test and obtain a score of B- or higher. Immigration of the aforementioned persons will be restricted to 2% of the annual population of the GSA.

Also a board with no rule of thumb on how to determine European is a recipe for disaster. I'd recommend a blood quantum rule of no more than 1/16th or so non-European would be good. Otherwise if, say, communists get power they can interpret European however they like.
