Basically, in other countries than America, you vote for a party instead of a candidate.

It's like if Republicans get fifty percent of the vote in Texas they get fifty percent of Texas house seats, dems get 30 percent of vote they get thirty percent of seats, libertarians get 20 percent of vote they get twenty percent of seats.

Also a board with no rule of thumb on how to determine European is a recipe for disaster. I'd recommend a blood quantum rule of no more than 1/16th or so non-European would be good. Otherwise if, say, communists get power they can interpret European however they like.
