because of the fact that the Democratic base is concentrated within cities, it's hard to gerrymander for that
you'd have to draw the lines such that areas within a city swallow enough of a rural area to make it obsolete, while not risking the rural area overcoming the city
Even if they just make small changes that is a huge dent to Republicans
Also they can do some crazy shit
