I don't think that part is required. you can be a libertarian 'politically' but adhere to more modern ideas of behaviorial economics and such
one sophisticated aspect of the libertarian idea is to let the 'crowd sourced' cybernetics of the markets work because technocracy is prone to be just as irrationally as whatever irrationality is assumed to be in the markets
that's part of the whole Calculation problem issue that mises brought up in 1920, no individual can 'figure out the economy', so we rely on the continuous interaction of all participants in a voluntary manner to suss out prices and such
an early 'wisdom of the crowd' type idea. i don't see how replacing that with a technocratic mandate is an improvement, from a pure efficacy standard. you can have your social welfare stuff separate, letting each model do what they do best without trying to jam social welfare into the market or 'privatize' social welfare
