if it's not, then there is some "imaginary line" where the people have a certain amount of power and the government has a certain amount, that we should strive to find and uphold
and giving the government more power than it needs to do what we want it to is a terrible idea

nature of power for an individual and a system are going to be very different, that's the scale issue mentioned above
and the IC has far too much power when it relates to American citizens
anyone that can read that list of 17 abuses and excuse them as "clerical" is not an honest person
occassionally, it has far too little, or it takes too long to get what they need, or not enough money is spent, or spent on the wrong technologies or processes, etc. I like to focus on the oversight scenarios, because there is no easy way to codify it
