The education system we have now works that way.
hopefully they become productive.... this new generation is the first that will not be more economically productive than their parents

don't fool yourself, religion, education and health care are big businesses
'we' made them big businesses, but that's not how they have to be
there can be businesses that supply the gov as we use in the military
for the user, there should be only the choice of institution
Why is education a charity? Why do students sit at desks and listen to a teacher while doing carefully planned out experiments that doesn’t correlate to the unpredictable real world

it doesn't rob peter to pay paul. it pays paul, then taxes peter to control inflation of the currency it itself emits and controls
even under commodity money, debt/credit was still 90% of the action, it just cleared differently

Inflation needs to be controlled and taxes should flex compared to inflation needs.
the states and counties are not monetary sovereigns however, but the fedgov can transfer at the institution level or as granular as policy wants
re inflation, there are also some bad assumptions about 'how much', often because of a special interest group
in the 70s/80s, it was the fixed income types that wanting the gov to basically gurantee them high rates an dlow inflation, a massive subsidy
these same people funded much of the conservative movement and still do. so it was a very successful operation to get a huge privilege and then fund propaganda to keep it

these were essentially the beliefs of the people involved in the constitution, if that matters
having a monetary sovereign and 'general welfare' was part of the goal for creating a more powerful central government

Well, it started with destroying non-state terrorist organizations. Then they decided they wanted to strike back, and now we have to fight. There was no way to get out of that if you want to take down a giant terrorist corporation funded by the government of another country
