Inflation needs to be controlled and taxes should flex compared to inflation needs.
the states and counties are not monetary sovereigns however, but the fedgov can transfer at the institution level or as granular as policy wants
re inflation, there are also some bad assumptions about 'how much', often because of a special interest group
in the 70s/80s, it was the fixed income types that wanting the gov to basically gurantee them high rates an dlow inflation, a massive subsidy
these same people funded much of the conservative movement and still do. so it was a very successful operation to get a huge privilege and then fund propaganda to keep it
