Drug cartels are rarely stopped
Most of the time smuggling operations are stopped with the wall.
A lot of the time they’re caught at the wall so they leave their clients there on the wall.

And they don’t just instantly stop after one bust, since their factories and places are all in the corrupt lands of Mexico or other nations abroad.
