Race wasn't even considered as color of skin until 1779 when Blumenbach proposed them in The Anthropological Treatises of Johann Friedrich Blumenbach.

The problem is that the statistics about black people having lower IQs don't account for any sort of genetic, environmental, or additional factors. There is zero context.
