its just saying that self descibing socialist parties "generally tended" towards a more moderate framework - social democracy
complete socialism, whereby an authority enforces the sharing of all goods and property (in theory, never actually works that way) is communism

end of the day its a bit of semantics but if you accept that socialist policies = policies of redistrubuted wealth, and communism = total redistribution, then communism = full socialism
