@ZombieQueen i haven't looked much into myself, but from what I've heard others discuss its the EU, and possibly the US.
It's just..so absurd to me if it does have any legitimacy and if it does happen..No different than China's level of censorship and looks to be headed even more in that direction if it does pass the article in question.. i mean...fuck...if you can't take the heat, the criticism, the trolls, etc..don't become a fucking politician to begin with..omfg..these people are so fucking fragile.. @Sheamus

It's meant to address the issues of copyright holders' content being abused (such as piracy, unlawful re-distribution etc.). And while I can to some extent understand the need for the law, it blows things way out of proportion. It affects the entirety of the internet, not just memes. All social media, platforms like YouTube, all platforms like reddit, 9Gag blah blah blah.
Their is no "fair use" policy in place
So basically you can only post content you have ownership to. You can't even do reviews or use reference clips of images/audio/video
Well, you can post "Fair Use" content on YouTube as long as it's edited in some way, reacted to, etc..I watch quite a few people who do this and put on pretty much every video the copyright law, fair use articles, etc just to protect themselves, but they're still able to post the content. @Kuzon Embers
Yeah that was before the article 13 was introduced. See there's a major disparity now between what platforms define as fair use and what the article defines as fair use (which is none). A company can demand your video be taken down simply because you've shown a 3 second video of a movie/song they produced.
And platforms have to oblige otherwise they are fined millions
