It can and must not be a permanent solution ever, like its the case in Africa....

it's also a tool to create dependency and control a country's resources

if you're their only reliable food supply, they have no choice but to give you favourable trade deals and allow you to take whatever you want

In the 1950 the GDP of Kenya was superior to that of (South) Korea.

The ideas are different, the outcome and forms of gouvernment are the same.
Just look at the Institutions of Nazi Germany and the Communist East Germany. You'll find many similaritys. And the commies had not less deaths due to the gouvernment than the Nazis, just the cause was different.
