Basically, imagine if you had a 'non-lethal' means of self-defense. This mode of defense rolls two six sided dice. If either die rolls a 3 or lower, the attack fails. If the total comes out below an 8, the attack fails.

Anyway, if a suspect's on the ground not moving, I see zero reason to swap taser for gun and start shooting. Also, I heard gunshots before the tasered man even hit the ground.
