You could argue that but it has nothing to do with religion. It's just people abusing power which happens in any group where they see themselves as figures of authority (not that it makes what they did right). Muslim patrols tend to be religion specific which is another layer of concern.
I actually have some experience with the Jewish patrols since my dad volunteered for them and took me on a few patrols as a kid. Basically all we would do is drive around and report suspicious activity to the police via the radio in the car.
