@Falcian afaik that bill also effected vehicle registration prices, which you would have to pay. also i think part of the reason some people voted no on it was the language in the short version didn't even speak to the fact that they were getting rid of a gas tax. The text was designed to not give all the information imo

Non documented individuals cannot vote for state or federal positions in California and there is no evidence laws are being broken. San Francisco and some other municipalities do permit a local ballot to be done by non-citizens, but again only for city level races and those ballots are separate with no non-city positions listed.
California just has that many people - real American people.

So, looking at the new Dem majority in the house, here are some thoughts from a left-leaning moderate on what will signal they jumped the shark and even I will be headdesking because they already tossed 2020 in the crapper.
1) More Democratic House members in the new House pledged to their constituents that they would not vote for Pelosi for Speaker. If Pelosi becomes Speaker, and this will literally be the very first vote these new House members make, it means at least some of them lied to their constituents. Not a good sign for keeping those seats in 2020 or leaving a good taste in the mouths of independents in general.
2) Impeachment. No. Just no. If they even seriously debate the idea or open hearings with impeachment as a stated topic, they're done. And this counts for Justice Kavanaugh as well as the President. Just no.
3) Trump's tax records. They're already making noises about it. The American people voted Trump into office with him rejecting calls to share his tax records. It's "baked into" his Presidency. Examination of emolument topics is fair game, but not his taxes. The House can always refer topics to the Justice Department for prosecution and THEY can get the records. But if the House demands them it's going to be blatantly obvious it's political regardless of the good reasons they could argue for them. Gather information separate from the tax records and then refer to Justice with clear expectations for updates. I should add that I fully expect the Dems to be too dumb to realize this, but I'm saying it anyway because it will be a terrible sign. It will also allow the President to drag it into the courts and be the victim, all the while owning the message while the Dems just keep digging.
