And would those miles be counted by offline machine (meaning that it can be hacked and have numbers manually reduced) or would you have government track your car's location 24/7?

for government its a tax, for private roads they just own the fuel stations

I think it's unsustainable, because it would exponentially drive people towards different ways of powering their car
how so? the roads are paid for one way or another
Well for example buy homecharger for new model of your electric car
most can't get very far. but if its the state then you tax their homecharger
for private roads well then they would need to put up tolls
they replaced tolls in my state with gas tax because of a horrible accident at a toll booth
obviously this was before the current high speed cashless systems
also they are trying to put back in tolls without removing the gas tax because they need to "repair the roads"
something they only need to do because they raided the gas tax fund
I think we can all agree road tolls are dumb
It just makes traveling roads slower, and goal is (or should be for sane people) to make it so people spend less time in traffic
alternatively, if people are going electric, you can put a tax on electrical usage, for the private sector well, they need to get money somehow, tolls are the most logical, or they need to bar EC vehicles that can be charged at home. Although EC still has to come a ways to have the needed range

public transport is expensive out of high destiny areas, part of the reason it doesn't work well in the US compared to Europe.
