I think the problem is that the context of "equal" has changed. Clearly they weren't speaking of equal pay or equal dick length. I think trying to quantify "better" or "worse" on an individual level would be too hard and costly. I think on a collective level then you could have this argument

like, for example, its much easier to state like "this region is 'better' than this other region"
