So is the idea to start a new city, or to kind of take over an existing one?

I think water based power would be the most useful; falling water yields power, water can be pumped and cleaned for irrigation and consumption

If you want this to be bigger than 50 people you will need to accommodate people with skills outside of farming and hunting
A society is more then just plowing the field
Education, medicine, security, energy are all needed
