Take for exsample the European empires who once controled most of the world and forced their cultures and languages all over their empires but did western culture spread to the peoples of these lands survive? No that is becasue culture is downstream from biology and since politics is downstream from culture the peoples of those countires after the Europeans left then went back to there own cultures. The only former areas of these empire that stayed western were the ones that were populated with majorty white peopulations like America.
