He's implying that hte new numbers are fake or something
when way back when the hurricane hit there were a load of (not professional) sources saying the death toll was in the hundreds, at least
but PR insisted it was under 20
and now PR quietly says "yeah, it was like 3000 people"
They also, to my memory, refused aid? or something similar?
There is new evidence of mishandling of the aftermath by the PR government. That's why he's tweeting about it. I have no idea as to what happened or who bears responsibility, but that's why he's talking about it.

Wasn’t provisions sent to Puerto Rico and the woman in charge was saying about how much the president didn’t care to help them?
Maybe he expects Florence to not have much damage and for the relief effort to be handled much more competently?
