Scavengers = People who scavenge for food and essentials to survive.
Looters = People who take advantage of a tragedy to get expensive objects that isn't essential to survive.

Someone could loot without actually stealing anything expensive. I'd say looting is more along the lines of an oppertunity crime that doesn't meet with the needs of survival.

The one thing I hate the most about looting. These people who loot come from different states or communities, then steal from the stores and homes, destroying the community that they are looting and rioting at. The people who actually live in those communities are the ones that has to pick up the pieces, they are hurting these people and they don't give a rats ass about them. These people are the worst in my eyes, because they are destroying a community and don't even stay to help clean up the mess they make.
