You can have Children and Adults who have an IQ below their natural capability. For example malnutrition can have an affect on IQ. You can have an Einstein and hit him on the head with a Steel Bat, IQ will go down.
You can decrease the IQ, But you cannot increase the IQ beyond the biological capability of a person. If you can find a way you'll win the Nobel Prize.

if variation is so high

then factors like race are arbitrary in the grand scheme

Africans developed in a different environment and they didn't develop the high IQs that East Asians did for example.
Why that's automatically a bad thing is beyond me.
It's a bad thing for the host society if it's high IQ when you mass import below average IQ people to that society, it will create a permanent under class.
