Think about it, what's harder to fight? A stationary ruler that you can map his movement easily, or a wandering horde of autonomous units of savage steppe warriors on horseback?
The Hashanshin had a de-facto state made up of mountain fortresses like Alamut

The horde is very centralized in command but military tactic is autonomously controlled by unit leaders allowing for far more flexible maneuvers
