I've been in the situation where I've had nothing on me to help with monetarily. So I give them some of the time of my day, ask them about themselves, and listen

Well yes, it's a shame how many of our homeless are veterans who were probably from low income families and ignored before their service as much as after

Build halfway houses for them, that make a intermediate place where they can get on their feet through clothing and showers.

That way they can go to interviews for jobs and help them get back out there.

I would use funding to pay for supplies, payments of employees who are homeless people themselves, and finally I would use the money towards helping them get back on their feet.
