They might just go crazy and arrest anyone who hosts that blockchain.

They might require the entire business to shut down and revert the blockchain to the state before that offending entry.

Or, anyone who accesses that part of the blockchain and is caught storing those images on their computer will be arrested, a little bit the way it is now. You can find those images, after all, but only when you access and/or redistribute them are you liable.

But yeah, in a busy network, once there are transactions on top of that, you basically can't really revert the blockchain to cleanse it anymore.
