Destroying satellites is the next logical step in modern warfare. If you wipe out your enemy's ability to use long range communication and cut them off, it's the next step to defeating them.
... of course, once we do hit the kessler syndrome, it'll create an entirely different issue in the next stage of space travel satellite usage. I think there've already been stories written about a future where it's become bad enough that travelling into orbit and clearing debris is an actual legitimate job.
