There are nerve ending in the foreskin. It is argued that circumcised men lose some sensation. Not all or even much of course, but some.

I personally am against making changes to genitalia, other than those needed to permit basic bodily functions, until the person can make their own adult decision
I'm against any medically unnecessary change until an age where the person can make appropriate decisions for themselves. That time may vary based on the change in question. An 8yo might be able to consent to ear piercing, for example. A 16yo to a tattoo. An 18yo to genital corrections needed for intersex or due to a long-standing trans diagnosis.
