Niether. It's a very hard and multipolar issue. But if u wanna know this particular case, it a few words ukranian ships were heading to closed russian waters without permission. Russians were trying to prevent shit from escalating for 20 minutes and politely asked to go away or just stop. Ukranians didn't listen and were trying to proceed in closed waters. So russians instead of open fire rammed them. It was a typical provocation frim Kiev just to cry about evil russians again and to delay elections.

Last i heard the current Ukraine gov backed by the US spent most of the countries reserves to get themselves elected in the first place. Without that cash for the next election I figure they'll probably get booted from power so martial law seems like a great way to retain power.
