if you have individuals who dont have any religion argue over what is right and wrong it could be a endless list

Well it helps to right morals down, and perhaps tell stories to help make them easier to understand, maybe do a ritual to help remind when distracted

its like Shinto is like the agnostic of all pagan religions

Not all forms of oppression are bad...exiling murderers is technically oppression.
