Even if the creator doesn't intend for something to be sexually stimulating, one may still find it stimulating

Likewise, overt sexuality - hell, perhaps even some stimulation - might be intentionally in proper art, to invoke certain feelings

Same here. I think that Gun culture, especially within a Fascist system, is important so that if the Government starts doing some dumb shit the civilians can have some power. It also ensures that if there is an invasion the civilians can properly defend themselves (This is evident in how a foreign invasion of America has nearly never happened).

It would also increase nationalism because the civilians would have a sense of responsibility in the state.

Because giving civilians responsibility makes them feel important
