I think the problem is that it's tribalistic. They tell the girls they should be super anxious about the boys and that they are out to get them. The boys then go super apologetic - which confirms the bias against them. Why apologize if it's not true, right?
So the girls get deeper and deeper into this idological framework that tells them they are under constant attack and it's just a matter of time untill they are raped. The idology reframes normal healthy stuff as toxic, and it all feeds into itself.
The fear of other girls proves the need for the fear, because why would they all be so scared otherwise?
That's my take anyway.
