You can take the case of the example of Rwanda, during the insurgency, women were interviewed by international media and became an international outcry when the Rwandan women said that they are being raped when they go out to fetch water.
The interviewers asked them why could the men just do that then.
And to that they replied that men would be killed if they went out.
