You have to be close and you can’t talk on it unless you have a license or it’s an emergency. Then you download all the frequencies for your area. Find the 3% s in your area. Get vetted and be part of an organized emergency response group. It’s not just for dealing with trouble makers. Mostly natural disasters. A very good group.
