the house resolution post..it was about a rules change in congress...not a bill

if it was about a bill, it most likely would get thrown out in senate or potus would veto it, give reason..get taken to the sc, and they would throw it out for being unconstitutional

if u noticed, this resolution passes after some hateful rhetoric happens in congress with slurs passed back and forth(mostly between dems), and on the heels of trump's eo to defund universities/colleges for violations of free speech
