It's usually supposed to be satire but everything is either too obvious that it looks like it's from a 3rd grader or is just a plain shit joke
He can't even come up with an actually good system that would perpetuate suffering instead, he just solves basic problems in his fucking system with shitty things like mind control chips
If you wanna design a system that perpetuates suffering, at least put some fucking effort into it

If you want children, make sure that everything in the world will be really insufferable to the point where the only happiness people will get are children
You also have to give them motivation, otherwise they'll all kill themselves
Of course the wars count too, but instead of drafting people just take away all children at age 6, train and brainwash them into soldiers and put them to war at age 9-15 afterwards you'll just release them back into aociety
They'll live in a small cramped space and work 10 hrs a day from then on
Only way for things to get better is if they get married
They'll get a larger appartment
Just enough for them to feel accomplished but enough to still be shit
But they can get even a bigger one if they make 3 children and they get successfully drafted
They'll always have a goal
The rations thing is absolutely idiotic
Currencies for different things is where it's at
Food dollars and accessory dollars
Food ones you could buy edible things with
Accessory ones you could buy basically anything else with
That way you could restrict the food intake without having to ration it out to each and every person
Business wouldn't exist
Any exchanges between the citizens would be prohibited no matter what the neighbours would exchange or give each other
Did a bad thing? Let's cut your food dollars, shall we?
Occupying the outside would also be restricted to getting to and from work
If you are caught outside without an explanation and a valid work travel card you'd get your food dollars cut
Any saving of money would be prohibited
