Simply, get a cheap Optiplex (Bonus points if it has a quad core i5 in it.), 16GB RAM, and a GPU that fits your needs. (Both optional.)

If you can spare $200, or even $100, you can get a decent rig for some games.
12gb memory minimum, also wouldnt recommend lower than a 4gb gpu. Ryzen core amd cpus are solid buys still.
