Not one of Obama's military operations went through Congress. And he toppled Libya without Congressional approval either. Also, guess why America is in Syria? Obongo. Without Congressional approval.

Well, the Executive's war powers has been tremendously expanded because Congress gave so much of it away.
But that doesn't mean Democrats get to whine about it, because they were the cause of that.
Legislature set's the rules, once conflict starts executive has to play within the set rules. But legislature doesn't get a say anymore
Depends on the conflict. If it's like an emergency, probably just let the Executive make quick decisions. Generally, it should be good to get Congressional approval. Makes everyone accountable, bipartisan accountability, rather than allowing cynical finger-pointing about who's to blame.
All of government is made to be reactionary. Laws aren't written until a need for the law has been proven, wars aren't started until we've been hit. When the government starts trying to get preemptive people should get scared
