Well a war could have been declared yesterday when they assassinated the government official

Hoestly, there are enough protests in Iran for the people to take care of this themselves if their rulers are shown to be vultnerable
Iran is a very religious place, Enforcing secularism on it will be very difficult
Iran was already a liberalish democracy before the revolution in the 70's
