For something more what was on the mind of the Founding Fathers, the 2nd Militia act of 1792 outlines all the equipment individuals are expected to procure on their own, how frequently they needed to train, and how to organize in preparation of need to defend the country
This the "well regulated" part of the 2A
Under the 1903 design, it seems either the unorganized militia are to integrate/reinforce National Guard units or be deemed sufficiently equipped/organized by their local Governor(however that happens) to match the NG's standard
In a twisted manner, this line of logic could be used to justify access to automatic weapons again but also against private procurement
pretty sure 'national guard' didn't become the national guard until around 1903, too, which might explain a few things
