It's a pretty old historical basis going back before even the 2nd amendment, and the founders would have been well aware of the ban of concealed carry in urban areas

Yes, there's old case law quoted in there where it was upheld in the early era
To sum up, concealed carry was only accepted in the modern era as a compromise for not having open carry, and because of public fear
