There is no surplus
You use solar or wind power to pump it up, and then when it's not windy, you can drain the reservoir and there's a hydro plant at the bottom to recollect that energy
The surplus comes from having too much wind, or too much sunlight.
And not enough demand at that time.
If you're already supplementing your power needs with, say, a coal plant, that can't be throttled down or up on a whim, like a natural gas plant, then you have a surplus of power on your power grid.
Hydro power is great because you can just not use the water, if there's not enough consumption.
You can't just save up sunlight or wind, for later use.

Pump water out of the "eggs" with the excess energy, let it rush in (passing through turbines) when needed.
Still qualifies as pumping water up with the excess energy.
Here in portland, then added a water turbine to the main water source pipe from the drinking water supply. So that's an option too, for retrofitting to existing infrastructure
