Like the amount of energy it would take to pump the water back up would be the same as it created to come down. So how could there be a surplus after you pump it back up?

There is no surplus
You use solar or wind power to pump it up, and then when it's not windy, you can drain the reservoir and there's a hydro plant at the bottom to recollect that energy
The surplus comes from having too much wind, or too much sunlight.
And not enough demand at that time.
If you're already supplementing your power needs with, say, a coal plant, that can't be throttled down or up on a whim, like a natural gas plant, then you have a surplus of power on your power grid.
Hydro power is great because you can just not use the water, if there's not enough consumption.
You can't just save up sunlight or wind, for later use.
