It might be useful to decide if our primary goal is to spectate the eclipse or demonstrate to the spectators. If our top priority is to get maximum views of a political demonstration on an overpass, the smart thing to do is probably perform an "ambush" of northbound traffic returning to Portland after viewing the eclipse at points further south.

I possible side benefit to that approach is that we could arrange to be rolling north through the eclipse zone en route to our destination at around the time of the eclipse and catch a gratuitous view.

Southbound traffic would be a much easier target audience for most of us, but there are two slight disadvantages, relatively lighter southbound traffic and less than optimal lighting.

I know in central Or. Near Madras they've told residents to prepare to not go out for the week before & the week after the eclipse, to do all their shopping & plan on not being able to travel very well bc of all the congestion
